Non-cooperation agitation


ITEF (CHQ) call for Non-cooperation agitation

As informed earlier, the meeting with the Member(P) on the issue of allocation of posts of cadre restructuring, there was unanimity on the issue of allocation of additional posts created by the Cadre Restructuring instead of the entire sanctioned strength (i.e. existing + additional posts created) as proposed by the sub-committee and the core committee which is beyond their briefs and the cabinet decision. However, the proposal of the ITEF on allocation especially ITO and cadres down below is still under consideration. The CBDT may take a decision on the issue soon. The Secretariat of ITEF(CHQ) has meanwhile decided to pursue the following issues through sustained agitation. 
 
1. To demand immediate allocation of posts and implementation of the Cadre Restructuring Proposal cleared by the union cabinet in conformity with the ITEF proposal.

2. Issuance of uniform instructions to implement the Supreme Court judgement in the NR Parmar Case with regard to inter-se seniority.

3. Reversal of the instructions on Casual Workers etc

The following non-coperation agitation have been chalked out in pursuance of the above demands from 22.1.2014:

a)     Search & Survey Operations.
b)     Not to submit any kind of statistical reports
c)     Not to attend/work on holidays and after office hours

Black Flag demonstration against  Chairperson and Members of Central Board of Direct Taxes on their visit to any station and walk out from office on that day.

Day-long Dharna & Lunch-hour demonstration on 21.1.2014

Day-long Dharna and Lunch-hour demonstration in front of Aayakar Bhavan on 21.1.2014

As per the decision of the Secretariat of the ITEF(CHQ) a Day-long Dharna and lunch-hour demonstration will be held in front of Aayakar Bhavan on 21.1.2014 in pursuance of the following demands:

1. To demand immediate allocation of posts and implementation of the Cadre Restructuring Proposal cleared by the union cabinet in conformity with the ITEF proposal.

2. Issuance of uniform instructions to implement the Supreme Court judgement in the NR Parmar Case with regard to inter-se seniority.

3. Reversal of the instructions on Casual Workers etc

It is therefore imperative that we continue the agitation as per the call given by the ITEF(CHQ) so as to ensure that no injustice is done to any region of tax India.

Further, as per the call given by the Confederation of Central govt. employees and workers the strike notice for the 2-day strike action which is to take place on 12th &13th February, is required to be served on 21.1.2014. The strike is to demand merger of DA, the effect of 7th CPC, Interim relief, scraping of New Pension Scheme etc.

Confederation News

 C.G. EMPLOYEES TO GO ON TWO DAY STRIKE ACTION ON 12TH & 13TH FEB., 2014.

Dear Comrades,

Confederation of Central govt. Employees & workers decides to go on 48 hour nationwide strike on 12th &13th February 2014 demanding settlement of 15 point Charter of Demands including DA Merger, Interim Relief, Inclusion of Gramin Dak Sewaks in 7th CPC, Regularization & Revision of wages for casual labourers, Date of effect of 7th CPC as 01.01.2014. Rescind the PFRDA Act etc.  As you are aware even though the Govt. has announced the setting up of the 7th CPC which will be effective only from 2016, none of the other issues in the 15-point charter of demands have been resolved.  Hence the Confederation decision.

Agitation Continues.........

Half-day walk-out total success - Agitation to Continues....  as CBDT sleeps....

The Half-day walk-out against the discrimination meted out to Mumbai Charge in allocation of posts on cadre restructuring was a total success. As there is no response from the CBDT on the issues raised by the ITEF we are left with no other alternative but to continue the agitation. As decided, the next phase of the agitation is non-cooperation. Accordingly it has been decided not to Cooperate with:  1. Search & Survey   2. not to submit statistical reports   3. Not to work beyond office hours and on holidays for completing the scrutiny assessments etc. 

We hope better sense will prevail in the CBDT and hold discussion with the ITEF for giving justice to the Mumbai Charge which contribute more than 30% percent of revenue to the national kitty.

All our members are requested to make the agitational programme a total success.

Mass Dharna on 8th & 9th January, 2014-Make it a grand success

Agitation  Continues; Mass Dharna on 8th & 9th January, 2014, HALF-DAY WALKOUT ON 10TH January, 2013.

Dear Comrades,

After the successful agitation of wearing black badges on 6th & 7th January, 2014 to demand rejection of the sub-committee report on allocation of posts and demanding the implementation of ITEF  proposal on allocation of posts of cadre restructuring, the 2-day Dharna programme will be held on 8th & 9th January, 2014 in front of Aayakar Bhavan. As you are aware it is indeed a sad commentary that the sub-committee has failed to acknowledge the contribution of more than 30% revenue collection of Mumbai Charge or for that matter the heavy work load for allocation of posts and went on to allocate the posts of cadre restructuring on the whims and fancies of the Mirani Committee with out any uniform criteria or consistency in its approach. 

The ITEF representative in the Committee had opposed the decisions  mentioned in the report and given our decent note also. However, the ITGOA representative in the Committee, who is from Mumbai Charge, neither objected to these proposals nor given any dissenting note. This is indeed surprising. The ITEF, Mumbai Circle cannot keep quite when the interest of the Mumbai Charge is adversely affected due to such a report which is neither in tune with the basis of the Cadre restructuring proposal nor in line with its aim.It is therefore imperative that we continue this agitation till our demands are met.
