Dharna programme suspended
The Income Tax Employees Federation had planned to take to the path of agitation against the discrimination meted out to the Mumbai charge in allocation of posts as per the deployment of posts worked out by the Committee for jurisdiction and deployment of posts on Cadre Restructuring. The immediate programme of action was to hold a Dharna on 23.12.2013. However, the CCIT(CCA), Mumbai has assured us that the issue will be taken up with CBDT and will be resolved to our satisfaction. In the light of the above it has been decided to deffer the Dharna programme for the present. However, if no positive result is forthcoming in his meeting with the CBDT then we will be left with no other alternative but to revive our agitational programmes as planned earlier

Lunch-hour
demonstration and Mass deputation to the CCIT(CCA) on 18.12.2013
The
sub-committee on jurisdiction and Deployment of posts has rejected the ITEF
proposal in its totality and come up
with its report which is mischivious to say the least. To what extent the
Committees approach in allocation of posts is unscientific can be gauged by the
fact that even Mumbai Charge charge which contribute more than 30% of revenue
to the departments collection figures was denied its due share of posts. The
ITEF had prepared the proposal on the basis of the Work load, revenue
collection and stagnation as the criteria and proposed allocation of the
additional posts after taking in to account various concerns through threadbare
discussion in the Central Working Committee Meeting. On the one hand the Mirani
Committee claims that it has based its proposal on the basis of Workload and
Revenue collection but goes on re-allocating posts in its totality using
various criteria in a whymsical manner thereby making the cadre structure topsy
turvey in various charges and denying due share of posts to the charges where
there is heavy workload and also to charges which contribute substantial
revenue to the Govt. coffers. In the case of Mumbai the number of Asstt.
Commissionarate computed by the Mirani Committee comes to 42 but it restricts
the number to 32 without any rhyme or reason. This naturally reduces the number of posts of ITOs etc considerably. The Mirani Committee Report needs
to be thrown in to the dust bin of history. In the circumstances, the all India
agitational programme of lunch-hour demonstration slated for 18.12.2013 is of added importence
to each one of us. Because, it involves the interest of each and every one of
us alongwith that of our department. After the demonstration we will be submitting
a memorandum to the CCIT(CCA), Mumbai for his intervention. The CBDT must take
note of the resentment among the employees and ensure that the Mirani Cimmittee
Report is discarded and instead the ITEF proposal is accepted without further
delay so that the tranquil atmosphere prevailing in the department is not
disturbed.
We
call upon our members to join the lunch-hour demonstration in totality and make
every action in the days to come a show of our anger and resentment against
this perfidy.

Government announces setting up of 7th Central Pay Commission
Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.
Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.
ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.

PROTEST WALK-OUT AGAINST PFRDA BILL
According to information available, the Govt. is likely to take up the PFRDA bill for discussion and passage on 2nd September, 2013. The Confederation of Central Govt. Employees & Workers, has given a call to the Central govt. Employees for staging a mass walkout against passing of the PFRDA Bill. Accordingly the Income Tax Employees Federation has decided to stage the walkout on 3rd September, 2013 at 3.30 p.m. in the Income-tax Department in the event of passing of the PFRDA Bill on 2nd/3rd September, 2013.

7th CPC and other demands to be pursued jointly by Confederation, AIRF, & AIDEF.

7th CPC and other demands to be pursued jointly by Confederation,
AIRF, & AIDEF.
The leaders of the
Confederation of Central govt. Employees and Workers, AllIndia Railwaymens
Federation, All India Defence Employees Federation met at New Delhi on 29th
June, 2013 and decided to form a Joint Council of Action to pursue the Charter
of demands which include setting up of the 7th CPC. Com. Umraomal Purohit will be Chairman of
the Joint Council of Action. Com. S.K. Vyas, Com. KKN Kutty of the
Confederation will be part of the Committee.
The following demands were
included in the Common Charter of demands:
1.
Set up the 7th CPC and frame its terms of reference after
consultation with Staff Side.
2.
Merge DA with pay for all purposes.
3.
Scrap the New Contributory Pension Scheme.
4.
Regularize (a) Gramin Dak Sevaks of Postal Department.(b)Daily rated workers ,
(c) Contract Labourers:
5.
Remove 5% Ceiling on Compassionate appointments.
6.
Settle all 6th CPC anomalies raised in the National Anomaly
Committee and implement the Arbitration Awards.
7.
Remove Ceiling of Rs. 3500 on computation of Bonus.
The Committee also
decided to submit the Charter of demands to the Cabinet Secretary and seek negotiated
settlement of the demands.
The Joint Action
Council will meet again in the first week of August, 2013 to chalk out future
course action including Strike.

Sir/ Madam,
I am directed to state that the Government has approved, as per decision taken in cabinet meeting held on 23rd May, 2013 (Minutes issued on 27th May, 2013), additional manpower for the Income Tax Department in various cadres as per Annex A of this communication. These posts are created in addition to the existing posts as per restructuring of the Department vide F.No.A-11013/3/98-Ad.VII dated 24th October,2000 and 7051 additional posts created vide order F.No.A-11013/3/2006-Ad.VII dated 20.11.2006.
2. All the additional post at the different levels as per Annex A stand created with effect from 23rd May,2013(the date of Cabinet Meeting ). These posts shall be filled up in accordance with the Cabinet approval in the following manner:-
i The 166 additional regular posts and 620 additional reserve posts at the level of Assistant Commissioner of Income Tax and 563 vacancies arising in the grade due to promotions to higher grade will be filled up equally by promotion and direct recruitment. Therefore the additional 1349 posts created at this level will be filled over a period of 5 years with 270 post per year being filled in the next four years and 269 posts being filled in the fifth year. Every year these posts will be filled by promotion and direct recruitment in equal proportion.
ii The cabinet has permitted, as a one- time measure, filling up of the additional posts that are to be filled by promotion immediately without awaiting amendments in the recruitment rules on the basis of the model recruitments rules issued by DOPT. Accordingly the process of filling up of all the additional posts that are to be filled by promotion shall be initiated immediately on the basis of the model recruitment rules issued by the DoPT without awaiting amendment in the recruitment rules of the relevant post(s).
iii The cabinet has also approved the filing up of the additional posts in the HAG+ with all the existing CCsIT being placed in the HAG+ directly and thereafter DPC being conduted to place 26 of these CCsIT in the Apex grade. Instructions regarding promotions/ placement of the officers in the posts in HAG + and Apex scales shall be issued separately.
3.The region –wise/ charge –wise distribution of the posts at various levels will be intimated separately. Revised sanctioned strength will be notified in the recruitment rules in due course.
4. This issue in pursuance to the approval of the cabinet conveyed vide Cabinet Secretariat Note No.20/CM/2013(i) dated May 27th, 2013.
