Dharna programme suspended 

The Income Tax Employees Federation had planned to take to the path of agitation against the discrimination meted out to the Mumbai charge in allocation of posts as per the deployment of posts worked out by the Committee for jurisdiction and deployment of posts on Cadre Restructuring. The immediate programme of action was to hold a Dharna on 23.12.2013. However, the CCIT(CCA), Mumbai has assured us that the issue will be taken up with CBDT and will be resolved to our satisfaction. In the light of the above it has been decided to deffer the Dharna programme for the present. However, if no positive result is forthcoming in his meeting with the CBDT then we will be left with no other alternative but to revive our agitational programmes as planned earlier

Lunch-hour demonstration and Mass deputation to the CCIT(CCA) on 18.12.2013

The sub-committee on jurisdiction and Deployment of posts has rejected the ITEF proposal in its totality and  come up with its report which is mischivious to say the least. To what extent the Committees approach in allocation of posts is unscientific can be gauged by the fact that even Mumbai Charge charge which contribute more than 30% of revenue to the departments collection figures was denied its due share of posts. The ITEF had prepared the proposal on the basis of the Work load, revenue collection and stagnation as the criteria and proposed allocation of the additional posts after taking in to account various concerns through threadbare discussion in the Central Working Committee Meeting. On the one hand the Mirani Committee claims that it has based its proposal on the basis of Workload and Revenue collection but goes on re-allocating posts in its totality using various criteria in a whymsical manner thereby making the cadre structure topsy turvey in various charges and denying due share of posts to the charges where there is heavy workload and also to charges which contribute substantial revenue to the Govt. coffers. In the case of Mumbai the number of Asstt. Commissionarate computed by the Mirani Committee comes to 42 but it restricts the number to 32 without any rhyme or reason. This naturally reduces the number of posts of ITOs etc considerably. The Mirani Committee Report needs to be thrown in to the dust bin of history. In the circumstances, the all India agitational programme of lunch-hour demonstration  slated for 18.12.2013 is of added importence to each one of us. Because, it involves the interest of each and every one of us alongwith that of our department. After the demonstration we will be submitting a memorandum to the CCIT(CCA), Mumbai for his intervention. The CBDT must take note of the resentment among the employees and ensure that the Mirani Cimmittee Report is discarded and instead the ITEF proposal is accepted without further delay so that the tranquil atmosphere prevailing in the department is not disturbed.
We call upon our members to join the lunch-hour demonstration in totality and make every action in the days to come a show of our anger and resentment against this perfidy.
