Circular No.11
The
Secretariat meeting of the ITEF (CHQ) was held on 11.12.2015 under the
President ship of Com. Ashok Kumar Kanojia at 11.30 am at Manishinath Bhavan,
Rajouri Garden, New Delhi.
Agenda No.1: Review of the suspended
agitational programme as per call of the Central JCA: The President and Secretary General informed
the latest developments regarding five points charter of demands.
i)
ITO to ACIT promotions: The proposal to promote all eligible persons
promoted as ITOs till April, 2004 to the cadre of ACIT vide DPCs of R.Y.s
2014-15, 2015-16 & 2016-17 was made by the CBDT for a total of around 650
vacancies required for the purpose. It was also proposed that 200 promotions to
be done in each of the R.Y.s 2014-15 & 2015-16 and the rest in the R.Y.
2016-17. It was also proposed that all the three DPCs would be held before
31-03-2016. The Hon’ble FM
approved the proposal on 02-12-2015.
ii)
The relaxation required for the promotion in the cadre of
Sr.TA has been approved by the Hon’ble Finance Minister, GOI, and the order has
already been issued. The proposal for the relaxations required for the
promotions in the cadres of Pr. AO, Stenographer Gr.-I and TA are yet to be
sent to the competent authority for final approval.
iii)
The Recruitment Rules for the cadres of TA, NS, Staff Car
Drivers, Canteen Employees are already been approved by the Hon’ble Finance
Minister of the GOI. The RR of canteen
employees has already been notified and for TA, NS and SCDs are yet to be Notified.
The Recruitment Rules for the cadres of ITO, AO, PS, Inspector, Stenographer
Gr.-I and Executive Assistant are sanctioned by the Hon’ble Finance Minister,
GOI, and sent to the DoPT for approval.
iv)
In regard to the issue of Daily Paid Labours, the Instruction
dated 16-10-2015 has been withdrawn/modified as demanded by the Central JCA and
the revised Instruction has been issued on 23-11-2015.
v)
In regard to the issue of Infrastructure, a letter was
issued by the office of the HRD on 20-10-2015, as demanded by the JCA, but
actions are not taken either by the local authorities or by the CBDT. The Units
of JCA may take up the issue of Infrastructure with the local authorities and
intimate the specific issues/projects to the Central JCA to take up with the CBDT.
Taking into consideration the positive
developments on the demands from the side of the CBDT it was decided to take a
final call on the suspended agitational programme once the order regarding
relaxation of existing RRs of TA and Steno. Gr.I is notified and response of
the CBDT is known on other pending issues.
Agenda No.2: Discussion on pending
issues: Com. Secretary General informed
the House regarding the developments on various other issues pending for a lon
g time.
(i)
Advance increments to O.S. & Steno Gr.I : The
Chairman, CBDT has approved the same and the notification will be issued shortly.
(ii)
Clarification regarding granting of MACP to those
OS and Steno Gr.I who has subsequently got 3% fixation benefit is now gone to
DoPT.
(iii)
Departmental Exam: Discussions will be held on the issue of
videography in the Examination Hall and the proposal of holding of examination
online prior to the next Examination.
(iv)
Merger of Staff Car Driver: CBDT accepted the
demand of merger of Staff Car Driver Gr.II
( GP. 2400/- ) with TA and the
issue is now pending with the Department of Expenditure.
(v)
Proper training to newly recruited TAs and ITIs
has been taken up and direction has already been issued in this regard to all
Pr.CCITs.
(vi)
1% incentive scheme: Laptop for ITIs, enhancement of Petrol
reimbursement allowance etc are still pending with Expenditure Department and
IFU respectively.
(vii)
Phasing
out of 1633 posts from West Bengal & Sikkim charge and diversion of 167 ITI
posts to deficient charges where stagnation is acute: The Committee formed on
the issue is expected to submit its report shortly. If the report of the
committee is not in accordance with our resolution passed in the last All India
Conference held at Guwahati, it was decided to hold lunch-hour demonstration and
send Resolution to the CBDT for immediate settlement the issue according to our
resolution. A resolution has also been
adopted by the house to be submitted to the Board immediately.
Agenda No.3: Financial Matters: The
house expressed concern over the huge amount of outstanding in respect of
Renewal Fees and dues of Aayakar Journal. The Secretariat decided to request
the Circles to clear the dues by the end of this month. The collection for Building Maintenance Fund needs to be expedited and
remitted before the next Working Committee meeting and all the Circles are
advised accordingly.
Agenda
No.4: 7th CPC recommendations: On common issues like Minimum Pay, Fitment
Formula, HRA and other Allowances etc are endorsed and communicated to the
Cabinet Secretary, Govt. of India by the National JCA. The circular regarding
decisions taken in the NJCA meeting and ensuing agitational programme has been
issued and the same is uploaded in our Website. On Department specific issues
like higher Pay scale for TA, ITI, AO/PS and ITO a separate memorandum will be
submitted by the Central JCA before the committee constituted by the CBDT. We
call upon all our circles and leaders for mobilize our members for
agitational programmes in the days to
come on the 7th CPC related issues as chalked out by the National JCA endorsed
by the Confederation. Kindly ensure that all the programmes are carried out in
totality which alone will bring about a justified negotiated settlement to our
demands.
Agenda No.5 : Any other matters: The following issues were discussed and
decided :
- The
Secretariat has decided to hold next Central Working Committee meeting on
7th & 8th February, 2016 at Alappuzha, Kerala. Inaugural session
will be held at 3 PM on 7th February, 2016. Accommodation will available
from 12.00 noon of 7th February 2016 to 12.00 noon of 9th February
2016. For organise the CWC meeting, the host unit has decided to publish a
Souvenir. The Advt. Forms will be distributed by the host Circle in due
course. All the Circles are requested to obtain the Advertisements and to
submit the same to the Kerala Circle. The CWC members and Advisory
committee members are requested to plan
their journey and book the tickets.

b. An appeal was put before the house for
contribution to the Relief Fund created by the JCA of Tamil Nadu Unit for the
flood affected people of Chennai. The house endorsed the appeal for its
circulation to all Circles. All the Circles are hereby requested to contribute
liberally to help the victims of the Chennai Flood.
c. The Secretariat members had raised various
other issues which were discussed. The action will be taken on these issues in
due course.
