Sub:-   Revival of the suspended agitation programme of the JCA in support of the important pending demands - matter regarding

            It has earlier been communicated that the Central JCA conveyed its decision to the Chairman, CBDT vide its letter dated 01.03.2019 regarding the revival of the suspended agitation with effect from 11.03.2019 unless the following demands are settled:

1) Immediate regularisation of 2014-15 batch of promotee ad-hoc ACsIT and their subsequent STS (DCIT) promotion with effect from the due date (i.e. 01.01.2019).

2) Relaxation for promotion to the posts of TA/Sr.TA/Steno Gr.II (erstwhile) in existing RR due to huge vacancies in promotion quota and change of crucial date of eligibility from 1st April to 1st January as Per DoPT’s Order.
  
3) Making direct payment under the head “Wages” to the casual workers, working since a date prior to 10th December 2008 in all the regions at the rate prescribed by the Board without any further delay.

            Thereafter the JCA has followed up the issues very closely. Finally the JCA delegation has met the Member (Admin) on 08.03.2019. Though the Member (Admin) has shown positive gesture in resolving the issues during the meeting, the things are found to be not at all moving in some areas. File relating to the relaxation for promotion to the grade of Senior TA is yet to be sent to the Member (Admin). The issues have been discussed in the meeting and she has been apprised

 of the fact that similar relaxation was accorded in earlier two occasions. She has promised to direct the authorities below to send the relevant files early and take up the matter with the Chairman, CBDT and the Revenue Secretary for necessary approval in relaxation issue. Regarding regularization in ACIT grade, she has promised to talk with the concerned authority in UPSC for an early date of DPC.

            Despite the positive gesture shown by the Member (Admin), as stated above, the demands remain far from the settlement due to the apathetic and lackadaisical attitude of certain authorities below in the Board. Therefore, it has been decided by the JCA to stick to the previously declared agitation programme with effect from 11.03.2019 in the following form:

Non-participation in any Survey including TDS Survey/ Spot Verification and Search & Seizure operation till the settlement of the above mentioned three demands.

            Considering the promise made by the Member (Admin) during the meeting held on 08.03.2019, the Central JCA will meet on 15.03.2019 to review the situation and the decision taken in the meeting will be communicated accordingly. As the schedule for the General Election, 2019 has been declared by the Election Commission of India and the model code of conduct has come into force, any work relating to General Election or Election Commission of India will remain outside the ambit of our agitation programme.  
    
            We appeal to our members for absolute participation in the agitation programme. We are also very much confident of resolving all the pending issues soon with the strength of our committed members.
