Subject:- Revision of ceiling rates for reimbursement of the cost of Cardiac pacemaker, AICD, Combo-device, Rotablator and Aortic Stent Graft for beneficiaries of CGHS/CS(MA) Rules

With reference to the above subject attention is drawn to the OM No 12034/02/2014/Misc./­CGHS D.III dated 22nd July 2014 vide which ceiling rates for reimbursement of the cost of Cardiac pacemaker, AICD, Combo-device, Rotablator and Aortic Stent Graft for beneficiaries of CGHS/CS (MA) Rules were prescribed and to state that the matter has been reviewed by the Ministry and it is decided to revise the ceiling rates as per the details given under:

Scrap Contributory Pension Scheme (Known as New Pension Scheme - NPS) and restore Defined Benefit Pension Scheme under CCS (Pension) Rules 1972 to all Central Government Employees, joined in service on or after 01-01-2004.

          Contributory Pension Scheme (called as New Pension Scheme - NPS) was introduced through an executive order with effect from 01-01-2004 for all Central Government employees who joined service on or after 01-01-2004.  Subsequently Pension Fund Regulatory and Development Authority Act (PFRDA) was enacted to make it statutory. As per the NPS 10% Pay plus DA will be recovered from the employee each month and an equal amount will be contributed by Government.  The amount goes to the Pension Fund and from there to share market.  As per the PFRDA Act - “There shall not be any implicit or explicit assurance of benefit except market based guarantee mechanism to be purchased by the subscribers”.  Thus it can be seen that the contribution in the Pension Fund is fully dependent on the vagaries of share market.  There is no guarantee whether pension will be received at the age of 60 years and even if received what will be the amount of pension.  Now, many employees who entered service on or after 01-01-2004 has started retiring from service after completing 12 to 13 years service.  They receive a megre amount of 900 to 1700 as monthly pension, whereas as per the old pension scheme an employee with minimum 10 years service is eligible for 50% of last pay drawn as monthly pension, subject to a minimum of Rs.9,000/- per month, that too without giving any contribution to the pension fund.  With meager amount of Rs.900 to 1700 how a pensioner and his family can survive?          It is this bitter reality that compels the employees to demand scraping of NPS and restoration of the old Pension Scheme for all those employees who entered service on or after 01-01-2004.

Dear Comrade,

                Sub : 10-point charter of demand vis-à-vis agitation programme

At the outset, we, on behalf of Central JCA, convey our sincere thanks and revolutionary greetings to all the members of ITGOA and ITEF for successfully carrying out the agitation programme under the banner of JCA as well as unstinted support to the Central JCA during these period. The Central JCA was called for a meeting by the Member (Admin) on 30-07-2018 and all the issues mentioned in our 10-point charter of demand were thread barely discussed. A gist of such discussion was already circulated; however, a copy of the same is enclosed for ready reference. In the meeting, the Member (Admin) assured to take action immediately and also directed the concerned authorities for initiating action immediately. In the meeting the Member (Admin) also appealed to the JCA for withdrawal of the on-going agitation. The Central JCA leadership also met the Chairman in presence of Member (Admin) and Member (A&J) today i.e. 31-07-2018. In the meeting, the Chairman as well as Members present assured to take required actions in respect of all the issues contained in our 10-point charter of demands as assured by the Member (Admin) in the meeting held on 30.07.2018. In view of the discussion held with the Member (Admin) on 30.07.2018 and with the Chairman today and considering the actions initiated, the Central JCA decided to give some window to the CBDT for taking necessary steps, as assured in the meeting. Accordingly, it is decided to suspend ongoing (not withdrawn) agitational programme till 17-08-2018. In case, no positive & effective steps as assured by the Chairman and the Member (Admn.) are taken by the Board within this period, the agitation programme will immediately commence. 2 | P a g e The above decision of suspension of agitation has already been communicated to the Chairman vide Central JCA’s letter dated 31-07-2018. We have also informed the Chairman vide JCA’s letter dated 31-07-2018 to direct the authorities below not to create any undue pressure and panic on our members for immediate submission of pending reports and allow reasonable time for submission (at least upto 10th August). We will also request the members of JCA to be vigilant and be ready for reviving the agitation if the commitment/assurances given by the Member (Admin) as well as Chairman, CBDT remained unfulfilled by 17.08.2018.
